According to a joint report from KPMG and the REC, published in the Financial Times, the UK recruitment sector is facing its toughest conditions since the pandemic. Temporary billings fell sharply in mid-2025, driven by weaker demand for both permanent and contract roles, but demand for compliant payroll and contractor management services remains robust.
